Organizational Restructuring
The Situation
Stack’d was engaged by a municipality’s LRT Delivery Branch to lead the development of the Branch’s new 5-Year Role and Mandate and develop an organizational structure to enable its fulfillment. The Branch’s current state operations were expanding beyond its existing mandate due to resource limitations in supporting functions, resulting in unclear accountabilities for key processes and overburdened Branch staff.
Our Approach
To help Branch leaders define their new strategic direction, mandate, and a structure which best enables its fulfillment, the Stack’d team:
- Engaged municipal leaders in interviews and cross-functional workshops to assess the Branch’s current state, identify the desired future state, and confirm the Branch’s key accountabilities;
- Conducted a review of the Branch’s organizational structure to evaluate reporting relationships and job titles;
- Identified and confirmed the key skills and abilities required to execute upon the newly expanded Role and Mandate;
- Co-created a preferred structure with Branch leaders; and,
- Developed a 9-month transition and change management plan.
Value Received
- Enhanced role clarity for each process in the Strategy, Concept, Design, Build, and Operate phases of LRT projects
- Streamlined cross-functional collaboration related to municipal transit
- More effective internal and external stakeholder engagement
- Improved transition from project delivery to operations
